A new direction for vocational education: Industry Skills Boards announced

Last year, NZPPI contributed to the consultation process on the Government’s proposed reforms to New Zealand’s vocational education and training system. On 20 December 2024, the Government revealed its plans, marking a significant shift in how vocational training will be structured.

Under the new system, Workforce Development Councils (WDCs) - such as Muka Tangata, which currently oversees the food and fibre sector - will transition to new entities known as Industry Skills Boards. The Government has said this change aims to ensure the system is more aligned with regional needs while continuing to support industry-specific requirements.

What Happens Next?

The Government plans further consultation in 2025 to finalise the scope and coverage of the Industry Skills Boards. 

Vocational Education Minister, Penny Simmonds, has emphasised the importance of continued industry feedback, particularly on structuring work-based learning to address the needs of both employers and employees. 

During this transition, WDCs, including Muka Tangata, will maintain their roles to ensure delivery of qualifications, quality assurance, and workforce insights. The new vocational education system is set to take effect in 2026.
