While we are in the midst of a much-publicised record 'Super' El Niño event, its potential impact on growing regions in New Zealand remains difficult to forecast. Increased dryness is likely in some areas, but it is not yet clear if the strength and duration will lead to water shortages.
Please follow Earth Sciences NZ's seasonal climate outlook and local forecasts.
Although modern nurseries and garden centres often have water storage capacity and technology for the efficient use and precise placement of water, our sector remains extremely vulnerable to temporary water shortages. In recent years we have seen the impacts of drought in Nelson/Tasman, East Coast and Taranaki.
Without access to survival water, plant production could be affected, causing serious consequences for primary industries and greenlife. Water restrictions may also target gardening - creating uncertainty about access to water and discouraging gardening and planting projects.
Water storage and access is a key focus for NZPPI. We are advocating for plant production to be recognised in the National Policy Direction, a key component of the new planning system that will be implemented following enactment of the Planning Act and the Natural Environment Act (the legislation passed by Parliament in September to replace the Resource Management Act).
The new regulations should make regional planning nationally consistent and more practical for water storage and access, including during severe shortages. We are also encouraged to see proposed large-scale water storage infrastructure projects.
In the meantime, please make sure you are prepared and know the local provisions in your area. HortNZ has published a very useful overview of regional plan provisions for temporary water shortages. Thank you to HortNZ for sharing this resource.
In the event that this El Niño event leads to water restrictions in some regions, refer to NZPPI's industry Code of Practice for Sustainable Water Use. As our sector adopts good practice in water management, we will be asking water suppliers and councils to develop policies and communication strategies related to water restrictions that are effective, equitable and that minimise unnecessary impacts.
